Invited by the West Virginia Supreme Court and Public Defenders Services to provide education and training to judicial officers and public defenders about involuntary civil commitment, forensic commitment, and community continuum of care. Advised cabinet secretary, CEOs, medical staff, courts, and providers on CMS health care certification, TJC accreditation, OHFLAC licensure, EMTALA, health care contracting and staffing, medical staff, peer review, and health care facility operations and management. Oversaw compliance, accreditation, contract drafting, and policy development and enforcement. General Counsel to seven state health care facilities — acute care hospital, two psychiatric hospitals, and four nursing homes. Oversaw all litigation involving health care facilities.
